chore(wails): scaffold v3 project boilerplate

Wails v3 replaces the NPM-only dev entry point. This adds the Go module, Taskfile, build metadata, and a minimal window shell without touching frontend logic. Co-authored-by: Cursor <cursoragent@cursor.com>
