Add the standard-library lifecycle package for ordered module setup, concurrent services and explicitly managed background workers. Cancel work before reverse teardown, preserve joined failures, and bound teardown plus callback completion by one shutdown budget (30 seconds by default), with second-signal abandonment. Include public documentation, a two-service example and race coverage.

Merge readiness: independent standard and high reviews are complete with no outstanding findings on reviewed code f4abb626. Published head d8f3176 adds only reconciled ADR delivery metadata; the decision remains accepted. Local build, vet, race tests, pinned golangci-lint, docs validation, TODO scan, formatting and whitespace checks passed on the reviewed code, and docs validation plus whitespace checks passed again after reconciliation. Both CI checks passed on the final published head: ci / check and Documentation / docs. Ready for owner merge consideration.
